Criminal Justice Department

Substance Abuse Adult Outpatient

Eligibility

• Weber/Morgan County residents
• IV drug users have priority admission.
• Clients may be referred from court systems, AP&P, DCFS, DWS, or may be voluntarily self-referred.
• Medicaid eligible.  May qualify for block grant funding.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• UAs are not covered.

Non-Medicaid Clients:

• Sliding fee scale
• Block grant money
• Clients required to pay co-pay at each visit
• Therapists work with client to clear up old fees
• Court is notified after fee is paid in full.

Services Provided

• Treatment is evidenced-based and cognitive behavioral in format emphasizing personal accountability and skills development to support drug-free living.
• Individual behavior management, individual therapy, group behavior management, and group therapy.
• Medication management services needs are assessed and accessed as needed.
• Random UA testing done at least twice weekly.
• Twelve-step or other community-based support groups are encouraged.

Drug Diversion

Eligibility

• Weber/Morgan County residents referred from County Prosecutor's Office
• Clients with first-time felony or misdemeanor charges.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• UAs are not covered.

Non-Medicaid Clients:

• Sliding fee scale
• Block grant money
• Clients required to pay co-pay at each visit
• Therapists work with client to clear up old fees
• Court is notified after fee is paid in full.

Services Provided

DUI Services

Eligibility

• Weber/Morgan County residents court-referred for DUI
• Weber/Morgan County residents referred by DMV

Cost

• $340 one-time fee, including $75 affidavit fee which is refunded to each client when they complete all program requirements.
• Clients required to pay co-pay at each visit.
• Therapists work with client to clear up old fees.
• Court/DMV is notified after fee is paid in full.

Services Provided

• Sixteen (16) hours of Prime for Life Education which includes orientation, education class, and exit interview.

Clean Start

Eligibility

• Weber/Morgan County residents
• Childbearing-aged women who are pregnant or recently delivered
• Pregnant substance abusing women receive priority admission.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• UAs are not covered.

Non-Medicaid Clients:

• Sliding fee scale
• Child Protection Drug Court contract
• Clients required to pay co-pay at each visit
• Therapists work with client to clear up old fees

Services Provided

• Treatment is evidenced-based and cognitive behavioral in format emphasizing personal accountability and skills development to support drug-free living.
• Medication management services needs are assessed and accessed as needed.
• Random UA testing done at least twice weekly.
• Twelve-step or other community-based support groups are encouraged.

Child Protection Drug Court

Eligibility

• Weber/Morgan County residents referred by the Second District Juvenile Court.
• Client's child/children are in DCFS custody.
• Client has an open case with DCFS and the juvenile court system.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• UAs are not covered.
• UAs are covered through the Child Protection Court contract

Non-Medicaid Clients:

• Sliding fee scale
• Block grant money
• Clients required to pay co-pay at each visit
• Therapists work with client to clear up old fees
• UAs are covered through the Child Protection Court contract

• Medication management services needs are assessed and accessed as needed.
• Random UA testing done at least twice weekly.

Domestic Violence Perpetrators

Eligibility

• Weber/Morgan County residents
• Court ordered, DCFS referred (Priority Population)
• Voluntarily self-referred
• Client's who have perpetrated domestic violence which may include verbal, emotional, physical or sexual abuse.

Cost

Clients with Medicaid:

• Medicaid is first party billed and covers all treatment services.
• UAs are not covered.

Non-Medicaid Clients:

• Sliding fee scale standardized by the State DCFS contract is billed the remainder of the fee not collected from the client.
• Clients required to pay co-pay at each visit.
• Therapists work with client to clear up old fees.
• Court is notified after fee is paid in full.

Services Provided

• Treatment is evidenced-based and follows the Duluth Model emphasizing personal accountability and skills development to support violence-free living.
• Individual and group therapy with a maximum of 6 individual sessions and 26 groups
• DV Perpetrator treatment utilizes group processes to primarily focus on:
• Eliminate or reduce the violent and aggressive behavior;
• Reduce the risk of re-victimization for the victim and family members;
• Enhance the coping abilities of the perpetrator.
• Medication management services needs are assessed and accessed as needed.
• UAs as needed.

Domestic Violence Victims - Children

Eligibility

• Weber/Morgan County residents
• Children aged 4-18 who have witnessed domestic violence.
• Referrals are from DCFS, YCC, or other community-based referrals, or voluntarily self-referred.

Clients with Medicaid:

• Medicaid is first party billed.
• All services covered by Medicaid.

Non-Medicaid Clients:

• No fee assessed to client; all fees covered by State DCFS contract.

Services Provided

• Treatment is evidenced-based and based on the published works of Susan Loosley and Steven Wollin which includes services provided to the child and their custodial guardian.  The services are aimed at providing children who witness DV with knowledge, skills and resources to increase emotional health and well-being.  The program will also provide education, skills and resources to the parents of these children.
• Individual therapy as needed up to six sessions.
• Eleven-week group therapy with components for both the child and parent
• Medication management services needs are assessed and accessed as needed.

Domestic Violence Victims - Adult

Eligibility

• Weber/Morgan County residents
• Adult victims of domestic violence
• Referrals from DCFS, YCC, and other community agencies
• Voluntarily Self-referred.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• All services covered by Medicaid.

Non-Medicaid Clients:

• Sliding fee scale.
• CVR funding is accessed when available.  CVR reimburses a maximum of $2,500.00 which includes both individual & group treatment.
• Clients are responsible to pay the remaining portion not covered by CVR.
• Clients encouraged to pay co-pay at each visit.
• Therapists work with clients to clear up old fees.

Services Provided

• 22 week victim group and/or individual treatment.
• Medication management services are assessed and accessed as needed.

After-hour Services

Eligibility

• Individuals who are booked into the Weber County Correctional Facility with charges of Public intoxication.  (Individuals are not eligible if they have other charges.)
• Individuals who cannot pay the $200 bail.

Cost

No payment required from client.

Services Provided

Diversion services include screening and referral to community services such as housing, detox, medical treatment, homeless services, employment, food stamps, etc.

Adult Felony Drug Court

Eligibility

• Weber/Morgan County residents
• Chronic felony offenders with previous arrest histories of drug use and related criminal behaviors.
• Participation is voluntary.
• Clients with a history of violent and/or sexual offenses, new charges pending, and/or suffer from chronic, serious, or persistent mental illnesses are NOT eligible.

Cost

Clients with Medicaid:

• Medicaid is first party billed.
• UAs are not covered.

Non-Medicaid Clients:

• Sliding fee scale
• Adult Felony Drug Court contract
• Clients are required to pay a $30 co-pay on a weekly basis to defer treatment costs.
• Fees not covered include prescriptions, lab fees and residential services.
• Therapists work with client to clear up old fees

Services Provided

• Treatment is evidenced-based and cognitive behavioral in format emphasizing personal accountability and skills development to support drug-free living.
• Individual behavior management, individual therapy, group behavior management, and group therapy
• Medication management services needs are assessed and accessed as needed.
• Random UA testing done at least twice weekly
• Twelve-step or other community-based support groups are encouraged.

 

Board Court

Eligibility

Clients from Weber or Morgan County

Eligible Client is:

1. on parole
2. criminal activity is directly related to their SA problem
3. shown progress in prior SA program.

Participation is voluntary

Non-Eligible Parolees have:

1. a history of violent and/or sexual offenses
2. new charges pending
3. associations with other parolees
4. suffer from chronic, serious, or persistent mental illness
5. failed in prior SA treatments

Cost

All costs including medication management, prescriptions, lab fees, and residential services are paid by the state contract.

• Individual behavior management, individual therapy, group behavior management, and group therapy

Residential Substance Abuse Treatment (RSAT)

Location

Weber County Correctional Facility (WCCF) 721 West 12^th Street, Ogden, Utah  84404

Eligibility

Clients from Weber or Morgan County

Client is:

1. minimum security inmate with a minimum of 12 months but no more than 18 months to parole/release
2. whose criminal activity is directly related to their SA problem.

Participation is voluntary 

Inmates with a history of violent and/or sexual offenses, who suffer from chronic, serious or persistent mental illness or have failed in prior SA treatment are not eligible.

Cost

• CCJJ Contract covers all services
• Client is not billed

Services Provided

• Individual behavior management, individual therapy, group behavior management, and group therapy processes.
• 12-step or other community based support programs offered at the WCCF.
• Random UA testing done

Emergency Services:

Agency hours are 8:00 a.m. -  5:00 p.m.  Walk-ins after that can call 625-3700 24-hours a day. 

In the event of a medical emergency, clients are encouraged to go directly to McKay-Dee Emergency Department.  Licensed professionals provide 24-hour emergency services with consultation available from a psychiatrist. Emergency services can be obtained by calling (801) 625-3700.

Weber Human Services and McKay Dee Hospital determine conjointly the need for psychiatric hospitalization.

UA Clinic
